Emil Bellaiche, who handles Brondby to the Danish Tipsbladet magazine, said he was surprised Kvistgaarden had chosen the stage to go to Carrow Road.
“It was quite a surprise when Norwich suddenly emerged,” he told BBC Radio Norfolk.
“If Brondby fans had to think, they would say he would end up in a big club, though Norwich is a big club.
“He is linked to the love of Eintracht Frankfurt and RB Leipzig, but I think it would be the right thing for him to go to Norwich.”
Kvistgaarden joined Brondby at the age of 13 and represented his country at all levels of youth.
Played for the under -21s in the recent European tournament in which Denmark were It was beaten by France in the quarter -finals.
He will be reunited with former teammates Anis Ben Slimane and Oscar Schwartau at Carrow Road.
“They (Kvistgaarden and Schwartau) are probably the two biggest talents in recent years from Brondby so it would be fun to follow,” said Bellaiche.
“I would describe Kvistgaarden as a round striker, though he is not tall. He was practicing when he was young so he is one of the people in the Danish league who can fly higher.”
He went on “he scored a lot of head goals and he is a very sharp player. In his youth he was not fierce in front of the goal but he was something he has worked in a lot.”
With Kvistgaarden’s practice capabilities, city fans can expect to see the highest octane celebrations as Dane increases.
“He can do all kinds of things, he will make a car and then go back. He is someone who wants to celebrate his goals.” Bellaiche added.
