Panjab heroes have been trying to buy a club for more than a year and previously said they have set up a lot of funding to help fund shrimps last season.
Cultural Secretary Lisa Nandy wrote an open letter to Whittingham this summer urging her to sell in the middle of the chaos, when the different bids were made to the club, but the plan has not yet passed.
His letter came after the club was suspended by the national league for failing to comply with their rules, while the Panjab Romans also said in a joint statement that the club would close last week if the take would not pass.
